If we have a look at any Russian city it is become possible to identify a number of areas which is not popular among residents, despite their accomplishment. In such ones we can include parks, boulevards, squares, plazas, courtyards. If we have a look at these neglected territories through a detailed analysis, we can stand out their low functionality and inconvenience at the forefront. To make this territories popular again we should figure out the first key problems of its uselessness and offer ways of solution of this problems by improving the urban environment. Most of the “irrelevant” sections
in Russia were formed in the period of intensive development of housing in the mid to late twentieth century. There were lots of residential districts, the main function of which was to provide the population with dwelling. Obviously issues of the creation of public spaces were resolved at the stage of planning and construction. Recreations centers, squares, boulevards, stadiums, playgrounds for providing the areas recreational, cultural and sporting function began to appear. Housing in such residential funds even today is quite important in the real estate market, but its accomplishment of the environment is significantly inferior to modern housing. The main but not the critical cause of difference
of these two types of residential districts is needs and demands of society in different time periods. In most cases causes of areas low demand are planning decision that does not meet the needs of the modern citizen; the lack of diversified and multifunctional use of areas; the absence of dominant and accent elements; uncomfortable, non-functional municipal equipment requiring modernization; General deterioration of the territory; “the grayness” of the urban environment. After, a detailed analysis of the site and having considered all suggestions for reformatting it can be concluded that the area has great potential. To make the area popular and comfortable for citizens does not require a global reconstruction, and need only major repairs to the amendments to the original project of improvement.
